Lord Laming was the Chair of the Public Inquiry over the murder of the 8 year old Victoria Climbié. The Laming/Climbié report investigated the role of social services, National Health Service, care organisations (NSPCC) and the Police in her death.  It found that on at least 12 occasions care workers could have saved her life. The highly critical report proposed fundamental reforms in the way children should be protected.  In its response the Government formulated policy changes in ‘Every Child Matters’.
