Children Act 2004 provides the legal underpinning for the transformation of children’s services as set out in the Every Child Matters. Click on link for a summary of the parts of Children Act 2004 that relates specifically to the Change for Children programme in England.
Every Child Matters In 2003, the Government published a Green Paper called Every Child Matters alongside the formal response to the report into the death of Victoria Climbié. After a thorough consultation process, the Children Act 2004 became law. This legislation is the legal underpinning for Every Child Matters, which sets out the Government’s approach to the well-being of children and young people from birth to age 19.The aim of the Every Child Matters programme is to give all children the support they need to: be healthy | stay safe | enjoy and achieve | make a positive contribution | achieve economic well-being.
Working Together to Safeguard Children 2010 sets out how individuals and organisations should work together to safeguard and promote the welfare of children. It replaces the previous version of the guidance, Working Together to Safeguard Children (2006). Chapter 8 of this guidance, on SCRs, replaces the December 2009 version of Chapter 8. Working Together to Safeguard Children is currently being updated – for release July 2012
Safeguarding Children who may have been trafficked – Practice Guidance This guidance document was originally issued in 2007, but has been updated to reflect developments since it was first published, such as the introduction in April 2009 of the National Referral Mechanism and the duty on the UK Border Agency to safeguard and promote the welfare of children, which came into force in November 2009. It delivers a key commitment in the Government’s Human Trafficking Strategy, published on 19 July 2011. It is intended to help agencies and their staff safeguard and promote the welfare of children who may have been trafficked. It is supplementary to, and should be used in conjunction with, the Government’s statutory guidance: Working Together to Safeguard Children.
