VCF leads Call for Public Inquiry
VCF – The Victoria Climbié Foundation UK welcomes the urgent action taken by the government following the death of Baby P, although it is saddened that regrettably it took the death of this child to respond to the foundation’s earlier request to review these reforms nationally, and to review the process and remit of Serious Case Reviews into child deaths and serious injuries.
As important as these government-commissioned reviews are, to measure the progress to-date, the concern with ‘independent’ and ‘transparent’ reviews remains with little or no apparent consideration of the need to review practices or implementation of the existing reforms and thus will fail to conclude why children continue to die whilst in the care of the state.
The Victoria Climbié Inquiry led by Lord Laming in 2003 investigated the death of one child. The outcomes of this inquiry however were not about Victoria Climbié, rather a legacy to her fate and a promise that no other child should suffer the same. Five years on, we are still seeing cases that mirror Victoria and we need to ask if lessons have in fact been learned…

As an organisation, and as individuals, we were shocked and saddened by yet another tragic story of the death of a child that could have been prevented, in a case that may yet prove to be worse than that of Victoria Climbié.

The death of ‘Baby P’ is, unfortunately, the latest in a long line of shocking child abuse cases since Victoria Climbié. These cases are not unique, they are not unprecedented, they could have all been prevented, and they are merely the tip of the iceberg. The real tragedy is that all of these children were being monitored by safeguarding professionals.The only way to find the truth about these cases is to have a public inquiry into the child protection system that is so obviously failing vulnerable children. Issues of accountability, the nature of serious case reviews and the systematic failures which take place far too often need to be addressed.
The death of these children and others is punishment enough, but to deny the public the truth about the circumstances leading to the death of these children is deplorable.
Ultimately, it is the responsibility of the government to ensure that the public knows what happened and know the truth – the public demands a public inquiry.
